Why did democratic experiment fail in Russia?

1)       There had been an insistent demand for the establishment of a democratic government in the nation.
2)       The first Duma was elected in the year 1906 and it was dissolved as the decisions taken by the Duma were not accepted by the Tsar.
3)       The second Duma that was set up after the reelections was also dissolved by the Tsar on the grounds of differences with its members.
4)       The third Duma formed became puppet (dummy, doll) in the hands of the Tsar.
5)        Being under royal control, the third Duma couldn't do any noteworthy work and was made a part of the paper.

6)       Thus, the democratic experiment in Russia totally failed.
