Non-metals accept electrons and metals donate electrons. The elements of group
VII A have seven electrons in their outermost shell. So, they have a strong
tendency to accept one electron and form a negatively charged ion and become octet
state.

The elements of group I A have one electron in their outermost shell. So, they
have a strong tendency to donate one electron and form positively charged ion and
become octet state or duplet state.
